But, they did investigate, and capture and prosecute the perp.

That's what they should have done re 9/11, (investigate and
find and prosecute the perp(s)), not used it as an excuse to
start another eternal war.

So how do you "investigate and find and prosecute the perp(s)" when the
perps are hiding in a country that refuses to cooperate in the
invetigation and shoots at your investigators?
