My license registration sticker was renewed recently, it expired last
December. I plan to get this car repaired soon so I got the license
registration sticker. I would guess that they somehow got my license
number from my recent registration perhaps through DOT, that's probably
how their scam works.

Nahh they just make up numbers to meet thier quota for issuing tickets.
