The credit card companies make that impossible for the merchant. Give a
cash discount, you can't accept our card.

Some, like Canadian Tire, get around it by using coupons, etc (ie:
CanTire Money) to non-credit card customers.

and giving 2 cents per liter discount when you DO use THEIR card.
