Trouble is the authorities keep trying to enforce the sign even when
it is lying on the ground, or has completely disappeared. Where we
used to live in Washington, a 20mph school sign had been flat on the
ground for over a year, but driver were still being targeted by school
authorities based on license plates. They reported the speeding cars
to the local sheriff deputy, who cited the driver next time he found
them in the area.

Finally someone in the neighborhood asked the school authorities why
they were doing this and they could not find the sign. All the
citations had to be canceled and fines returned. Very red faced
authorities.
