I think you'd grant that only the fools engage in suicide-bomber tactics.
Eventually the terrorists run out of fools, or the pickin's get down to the
nusiance level.

For example, there were a number of suicide bombers in Iraq, as well as
idiots who thought their Toyota pickup with a .50 caliber machine gun could
attack an Abrams tank with some level of success.

There are few fools LEFT in Iraq.

Now the way you deal with terrorists, according to the normal rules of war,
is to kill them out of hand along with some number of people suspected of
assisting them (hence the word "decimate" meaning "kill every tenth person).
"Terrorist" is a relatively new word, encompassing, as it does, the previous
classifications of spy, guerrilla, fifth-columnist, saboteur, and so on.
Classically, these folks, and everybody they ever knew, were dispatched
forthwith.
