Look back over the last 40 years. ANY time there a was something major
that needed to be considered (key phrase, NEEDED TO BE CONSIDERED)there
would be a commission put in place to hash out ALL of the details.

If he does not appoint a minimum 1 year long committee to examine the
requirements analysis for what MAY be needed to "fix" the problems the
