Find a statement by the manufacturer that _any_ formulation of Kilz is
shellac-based.

I suspect that you are confusing Kilz, an oil- or latex- based product of
Masterchem Industries, with B-I-N, a shellac-based product of
Rust-Oleum/Zinsser Group.
