Gas prices are set by world oil prices and are external to the UK
government - we import gas. The government are pretty powerless to do much
at all, except reduce tax here and there. But tax will be put on something
else to compensate.

The good point is that people are focusing on energy conservation:
insulation, superior heating controls, solar, etc.
