Default OK to combine neutrals in a fixture?

They give you four so that you can separate them if the power to the
loads is not all from the same circuit. The grounded current carrying
conductors of different circuits must not be connected to each other at
any point except in the enclosure of the Circuit Overcurrent Protective
Device.
