If comfort isn't an issue it's hard to beat an old 3 cylinder Geo
Metro. I averaged 52mpg and it didn't matter if it was city or
busting ass on the highway at 90mph.

Of course that was all at altitudes of 3500ft.+.

Man, I loved that little disposable POS, it would go practically
anywhere. If I coulda got out of it to take a picture, I woulda.
