Not if fit and finish mean anything to you. You can meet code and have
a very ugly job.
Different aspect, but Code has a specific purpose; the fundamental level
of quality of the safety aspects of the structure. Not the aesthetics,
certainly, but quality-related nonetheless. All the "fit and finish"
means nothing if the deck falls off killing three(iirc?) and injuring
several others of the housewarming guests (KCK, last spring)...
