I thought that a part-p qualified elerician could only self-certify.
That is, he can only certify his own work. If you DIY notifyable work
without part-p then surely you have to notfy building control in
advance and have them check it at various stages.

I looked into getting a part-p qualification, but the "nominal fee"
was far from nominal.
