Enlightened no, Democrat no, just a student of History. Any time in the
past when power and wealth was
concentrated past a certain point among a small elite of the population
crime becomes rampant. Generally
at that point the elite, direct some of that anger of the lower classes
toward some bogey man they provide
to diffuse it from themselves.

War always worked well in that regard until the 1960's when education
among the general public in the USA
peaked and protests filled the streets. Since that time education and
the educated have become the new bogeyman,
attacked daily on AM radio and on Cable News in an attempt to " Dumb
Down" the population and any criticism
of the government and the elite that pulls their strings. How else can
one explain the most powerful office in world
being held by a man for whom English appears to be a second language?
