Default loose breaker

Did you push it fully to the "off" position and then try to turn it
back "on?" When they're tripped, they can seem "loose" like that.
Just trying to push it back on without first going to the full off
position won't reset it.

If pushing it off and then on doesn't reset it, then either
-- there's still a fault, or
-- the breaker has expired, giving its all to protect you one last time
