Why? so that they could use the loopholes they put into the
legislation in order to manipulate the market.

All I ever heard from the left in those days was that it was the fault of
"deregulation". It's about time everyone realizes it was a "regulatory
system", and not a free market, that was responsible. At least a majority
of Californians knew enough to get rid of Davis.
