This sure sounds like a personal issue. It seems that Bud has
suggested some good ideas and supported them with references to accepted
authorities like:
http://www.nist.gov/public_affairs/p.../surgesfnl.pdf

What is the problem here? The accepted non-commercial references you
have made don't seem to conflict with what Bud has written. They point out
a different limited problem.
