Just because the sign is there doesn't mean they don't have to follow the
laws. Under your interpretation if I see a sign "Highway", I'd be allowed to
drive on it even if I didn't have a license. We are a nation of laws and if
you want to live here you have to obey those laws. We have immigration laws
and if immigrants bypass them, they are illegal.
