Mechanical protection is not needed, the concrete will be prettty good
for that already. A plastic pipe sure wont add any strength.

Some issues with capacitance to ground, and some with chemical action.
I'd use preloaded flexible round trunking, or even a bit of flexible
heating pipe that is designed for UFH.
