I do not consider a dog owner who walks their dog past anothers house,
allowing the dog to urinate or defecate on someone elses property, a

I have witnessed caning in foreign countries. It hurts just to watch!

I believe it would be a good punishment in the US for certain things, like
bonehead pet owners, graffiti sprayers, etc.
