Tell me what you think of this idea. You could begin doing it every
day as soon as the offending neighbors get home. Their dogs will
drive THEM crazy, and maybe they would then take action..

There's a lot more ideas at this link, including how to make the
device. This guy started it in the early am and "barked the dogs
out."
