Less money spent on something useful, like catching criminals. It
does seem that some firms see the public sector coming and charge
outrageous prices.

It has crossed my mind since that the police HQ might be a PFI building
but even so these prices seem outrageous even by NHS rip-off standards.

Are there no showers elsewhere in the building that she could use?

Most probably but executive privileges are by no means confined to the
public sector.
