Myself I would be very skeptical of "old" welding rod. Some jobs especially at
nuclear facilities have a check out time limit to only a few hours that rod can
be out exposed to the elements before it must be disposed of properly and that
includes abunch of paperwork to show the rod has been destroyed.
I realize that is an extreme case but its for a purpose.
I also shy away from any paypal only deals. We call paypal "scampal" because
of so many people getting ripped off thru paypal.
