But 0 divided by anything is still 0.

Two rules that collide head on..

The theory of infinitesimals can give you a value for two variables
divided one into the other that both approach zero at the same point.

In the case of an electric motor, its probably about 30% or less. As the
value from that perspective is the limit of the efficiency as the speed
tends to zero. Not normally very good.

However an IC car is definitely zero, since the engine still draws power
at rest..
