Uh...excuse me, where do we get the fresh water to fill the moat? (The
majority of the moat is in a desert.) Also, how do we get the Mexicans to
not use the aligators as a new food source (as the aligators are a
protected species)?

let the Rio Grande fill it...the Rio is the border in many places.
