So can I buy/build a high efficiency fermenter and still that does, say 5
gallons a day? I'd run it all winter and use the waste heat to keep the shop

Before going to a lot of effort, you need to look into butanol

there are a bunch of web sites about it, but the drop-in replacement
sounds like a great advance from pure ethanol. And, no licences required.
