As long as the dog is well fed and healthy, it won't be a high priority
for
any of the rescue groups. Here's another idea- buy them another dog! My
former BIL had a black lab that was a real PITA, but as soon as he got a
3/4
size twin for it, all the problems went away. Poor thing just needed a
playmate for those long days alone.

No...never spend a penny to solve a problem caused by a dog owner/criminal.
Dogs have no business in the presence of a polite society. Their owners
should bear 100% of the onus of keeping them from disturbing the peace of
normal people.
