We have a local law that requires three neighbors to sign a complaint
about a barking dog in order to fine the owner of a barking dog or
dogs. One neighbor had 16 large dogs, most of them were quiet, but
the waste caused a marked increase in flies and odor. I find it
unusual that city laws do not limit the number of dogs. Bark collars
work, but some think it is a type of cruel training.
