But the cost of such a service would be perceived as 'expensive' since
it would effectively have to cover rental of the 'line' even without
phone service. Probably a marketing disaster!

I suspect the 'fixed' costs of a with voice phone line will only be some ten
quid more on each line card, if that, and ongoing costs well under a
pound a year.
