Default new American Standard Cadet isn't flushing well

The flapper is supposed to "float" , allowing it to close later.
I would replace the flapper. As a test, swap it with the flapper
from the other toilet.

The sink drain being slow is probably un-related./


Thanks, Jim, I suspected this could be the culprit, but I can't
believe that would be so for such a new toilet. I'll take the thing
in to Home Depot with my receipt for the toilet and ask them to just
give me a new flapper.
