Sorry, it does cure in the presence of moisture; from Henkel-Loctite's MSDS
for cyanoacrylate glues:
Polymerized by contact with water, alcohols,
amines, alkalies.
Loctite thread locking agents such as 222, 241, 270 are anaerobic adhesives
however.
