You didn't. Mecham was not recalled- he was impeached.
Impeachment happens at the legislative level, unlike a recall, which
is grass level.




When Ev was booted, there was a grassroots movement,
otherwise he would have served out his term, not recalled,
but removed as per the will of the people.

The impeachment process is not unlike a jury trail, where the
defendent has to be proven guilty of a crime or gross incompetence in
office.
The will of the people is not strictly involved- just look at Bill
Clinton- he was very popular with the people and yet he was subjected
to an impeachment hearing (remember?).

A recall is a public 'vote of no confidence' - the people have decided
that their elected representative is not acting in their best
interest.

Again, you did not throw out Mecham. His fellow politicians did.
