Well, actually, the Dept. of Energy was mostly formed from the Atomic Energy
Commission, then becoming the Atomic Energy Agency. Those were more focused
on nuclear reactors and nuclear weapons production facilities. So, there
was a LOT of back story before the oil independence stuff was added in by
Carter.

Actually between AEC and DOE was ERDA - Energy Research and
Development Agency.
