The guy in this photo seems to be using a table saw with a sliding table, but why is the fence in front of the work?

There are times when the fence is moved to the front of the sliding table. Generally,it occurs when the piece you are CROSSCUTTING is wider that 3.5 ft. In that situation a back fence does not permit you to put the board in place without engaging the blade first. Move the fence to the front and you can get a full 4 ft. cut.

What I don't understand is why he appears to be ripping a long board this way. It seems that he does not have a rip fence on the saw. He will learn when it twists and kicks back on him!
