It's called a reuleuax triangle. Look it up it's actually really cool. It a
triangle that is offset on a shaft.

Two observations

The shape stated cannot cut a square corner, as evidenced by this
demonstration:

This tool bit should have a stationary second point of contact to
accomplish a gear reduction inside the bit. It would be interesting to
see the internal mechanics to accomplish this.
