He wants to cut slots through the center of the posts (3 slots) that are
just large enough to slide the boards through. There are going to be
lots of posts - maybe 100 or more.

How would you go about forming these slots? What sort of tool?

A little square holed wooden jig and a router bit with a collar is
what I'd use. Then, maybe a jigsaw or a sharp chisel to square the
inside corners. The other alternative if you can get the use of one,
is a mortiser.

Six inches deep, six inches long by one inch wide. Three per post. 100+
posts. Need a router bit that will cut three inches deep then a router that
will handle it. Also need a double sided jig so you can go from both sides.
Then you have to square up the holes. Take about one and a half hours per
post.

Sounds like it's time to visit a post and beam home builder. They have
mortisers that look like low spead chain saws.

If it were only a few posts, I'd say use a spade bit in a drill press and a
chisel.

Before anyone else screams; it should have been low SPEED chain saws.

They're call "chain mortisers". Here's a link to one by Makita, the 7104L:

Your kidding right? a good Dresage horse wouldn't find it a challenge at
all, and short of using a hot wire on the fence wouldn't discourage many a
horse from eating their way through them.

how about start with half-posts - use a dado or table saw or other fast
cutting saw to make the slots, then glue the posts together with a
waterproof glue. That will be much faster than any other means and will
give you nice square edged slots

Boy, that's a lot of slots. How bout boring a hole with a 1" drill bit on
each end of the slot and using a saws-all to cut between them?..

A friend wants to build a fence using round, 6" diam cedar posts and 1"
x 6" pine or spruce boards.

He wants to cut slots through the center of the posts (3 slots) that are
just large enough to slide the boards through. There are going to be
lots of posts - maybe 100 or more.
