Default mobile base

Got this via email today
http://www.woodworkingtips.com/etips/2007/05/11/sn/
and it reminded me of a homemade mobile base I saw on the web but
can't relocate. The one I am looking for employed a wooden 'hook' to
either lift it up the base or hold the wheels down.

Anyone have a link?
