Default Light Switches and Sockets

Is there a guide available for positioning of Sockets and Lights Switches in
a new house. It has to take care of a wheelchair user too. I would like to
position the sockets 450mm from FFL but need guidance on how far they must
be set in from the adjacent walls. I am planning at least 4 twin sockets
per bedroom.
