Default suspend 23 lb lighting fixture from celotex ceiling

client has put a celotex ceiling in a classroom. The celotex is screwed in
ceiling joists 2 x 10 at 16 inches c/c. The light fixture is 2 feet x 4 feet
metal box and is toggle bolted to the celotex ceiling on all four sides. My
concern is the celotex ceiling will collapse with the weight.

It doesn't matter if you have a couple of million pound liability
insurance to cover the cost of the injuries when it falls from the ceiling

I wouldn't do that either. AFAIK your options are
1. leave it & hope
2. fix it to the wood or steelwork
3. Put a similar fixing in somewhere else & test to see at what weight it gives way. It might destroy the panel of course.

Who uses celotex for a ceiling?

For sound insulation between classrooms?

I don't know how heavy the light fitting is, but this seems a very bad
idea. Whoever fitted the celotex won't have had in mind a heavy light
fitting being hung from it.

celotex is surprisingly strong It is a fully stressed skin honeycomb. 6
+ inches of it under a concrete floor is not unusual, comprised of
concrete beams infilled with celotex blocks and the whole covered with
yet more celotex. Before the concrete is poured

That is it being used under compression

The OP is worried that the heavy light has been suspended from it by
little more than 4 metal spikes being pushed into it. Even if the spikes
have pads they may slowly pull through or fail suddenly when someone
hangs onto the light fitting, say, when changing a bulb

I apologise, by the way. The subject of the OP says '23lbs'.
