The next step in their strategy will be to have focus groups and consult
with stakeholders, then of course with the costeed plan in hand they will go
to the funders who will just laugh them out of the ballpark as they say in
the states and offer then a quarter of what they need telling them they need
to engage with the third sector about partnership strategies, which will
need another committee to be set up containing stakeholders from the
charities and others who are going to save their bacon, but of course by
this time the political leaders have changed and a new study will be
sanctioned and the whole thing goes back to zero.
