Not that exact one, but appears to be a modifiedsilicone like Stixall (toolsatan eg) which I've used successfully in quite a few situations, and IIRC Tim W is a fan too? Didn't realise it could take any paint though, will try that sometime. Years ago I used some (or similar, there used to be plenty of "ms polymer" sealants about) to fix and seal a piece of marble onto the tap end of my bath, beneath the showerhead. It is still fine and more interestingly has not stained (iron) like the silicon around the bath top right next to it. It is more viscous than silicone when wet & firmer when set, I wouldn't like to be the one trying to remove it!
