Actually, Monaco, Lichtenstein and Luxembourg have the highest GDP per
capita. However, they are not, as you seem to wish to imply, well off
because they are not in the EU. It is that they are rich enough to be
able to afford not to join the EU.

Luxembourg was one of the founding members! Benelux.
