Exclamation how do l recommision a drained down direct 210L unvented tribune waterheater cylinder

Hi
l just bought an empty flat, where the water was turned off and the water heater cylinder was drained down and the electric turned off
too
ive turned the electric on but when l turned the water on the direct
unvented water heater ( a tribune range he ) does not fill then the
water comes out of the overflow ( tundish ) until l turn the water off
at the main. as soon as l turn the water off /the water supply to the taps and shower and toilet stop too/ hence l think the cylinder isn't filling !
is there anything that l should be doing once the water has been turned
off and the system drained please,
so l can refill the cylinder safely/
all the taps around the flat work ok when the water is turned on
l havn't tried to switch the 2 immersions on at all
l need help please to get the system running safely please /re commisioning a drained down system

Do you see the pressure relief valve? Why is it open? Unless you know
the answer to this, I suggest you ponder the following:

You can do an awful lot of damage with a pressurised HW cylinder. Your
one contains over a fifth of a ton of potentially boiling (superheated!)
water. That's obviously potentially lethal. Qualified plumbers need
special certification to be allowed to play with these.

So, as geoff says, get a man in.

Basically you need to work out which valve is defective and why, and
then replace it.
