If the police genuinely refuse to act on cases of obvious fraud, ask your MP
to take it up with the Home Office. That's the sort of thing he is paid to
do. Or you could go straight to the Police Complaints Commission (or
whatever they are called).

Private land or public roadway? If private, who owns it? If public, what do
the parking restrictions say?

I'm surprised the men of the village haven't turned out with baseball bats
if it's that persistent.

If it is clear cut fraud, I think I'd think about cutting or freezing them
off and leaving the bits in a big pile until he gets bored with buying
clamps.

If you want a legal approach, get a few people together, share the cost to
go to a solicitor and take an injunction out against him and enquire about
suing for "trespass of the goods" or anything else the laywer can think of.
Hint: you want a tenacious lawyer, not someone who does 99% conveyancing and
wills.

that interfering with same is criminal damage) and one of those nice,
in-car video cams. Park the car somewhere that will really p!$$ him
off. Either he'll leave it alone or be filmed doing something the
police _can't avoid_ nicking him for.

in league with them over soemthing such as informing and having a
comfortable new identity that needs protecting, it being a problem for
the police to upset that.

Either that or they know he will intimidate witnesses and thus it will
prove a costly waste of time for them to prosecute.

This seems excellent. One of his ploys is to tell victims as soon as
they discover the clamp that he has now got a vehicle coming to tow
them away costing a further £150. People are so scared that they pay
on the spot. People are towed away but I don't know if this is an
entire car lift!

If one places objects in the car that could be damaged if moved, maybe
that too could add to his costs. I also wondered if loads of cars
turned up at the car park and simply drove around in circles, just
what he would be able to do about that!

He recently fleeced a dutch tourist by taking ALL her foregin curreny
(Euros) amounting to about £300, afterwards claiming that his thugs
did not know the exchange rate. A local councillor got the crook to
return it, but STILL the police did nothing. I read that the law on
Fraud has changed recently. It certainly seems that in the case I
mention, that there is fraud involved. I would dearly love to win the
lotttery now, simply so I could take this evil lowlife through every
stage of legal persecution.

I don't understand why your local TSO isn't interested in the last item.

It is very much their remit to check that automatic machines function as
advertised and not at all difficult for them to do.

Afraid not. It was in the national press a few years back after he
clamped Betty Boothroyd. Have a Google for "clamper Haworth Boothroyd"
or something similar.

It seems he also has stooges giving people tickets valid until
midnight, then clamping them because the tickets are not
transferable.

The fact is that it is a civil contract, he can legally only claim
his losses if the parker is in breach of the contract and he cannot
impose penalty charges.
I'd have thought by now that some enterprising person could have
established a no-win, no-fee litigation service taking batches of
these frauds through the county court for a small fee.

Nice stuff, had a test tube with rather a lot in in a locker, opened the
door one day to find it had changed state and the inside of the locker
was an interesting yellowish brown colour. Glad I wasn't around when it
did it...............

In the north of England?

It would never dry out enough to be effective (although wet or dry, it
becomes unstable after a few days and go off when it feels like it)
