The police are not immune to being taken-in, indeed they often propagate

phone scam. But when it's pointed out to them that's impossible they
pass it off with some excuse along the lines that "it still justifies
using it as a warning"

indeed, the old "it's really bad "out there" you know, oooh yes
indeedy, so just be sure not to question how much we charge on your
council tax nor what we do with it after we have it, there's a good
scared punter ahem citizen...."
