Italy would appear to be a red herring. Separation of the executive
from the elected representatives of the people is surely precisely
what they have in the USA.


Mmm, and what a rubbish system it is, too. The government can't govern,
risks not being able to get its budget through, can't do much about the
deficit, etc etc.

Yet they managed to have a commando raid that was equal or better than
anything the Israel or the SAS could do.
