Any experiences with a USB connected device to connect to the old VCR to
allow me to create DVDs? Any recommendations?

Yes.

Pinnacle Dazzle. I bought one from eBay.

You can buy these with various DVD write software applications. I have used
use "Pinnacle Studio" (purchased separately) to edit old videos and movies
to PC files and/or DVD.

The Dazzle interface does what it says on the tin, presenting the VCR to the
PC as if it was a camera.

I guess you could use this with Windows Movie Maker to edit and make DVD's
as well.

I'm sure it can be done using a dvd recorder if that suits you
instead..I think it would be a lot simpler and give you better results
..
