Maybe because the boy did not intend any harm?

That is besides the point - harm was done and it would not be
unreasonable to expect harm to result from the act. Even had the boy
only run out without being hit, harm could have been done to the
motorcyclist in his attempts to avoid hitting the boy if it had
resulted in him loosing control of the bike.
