The fact is that you get some really crap surveyors who are fellows and
members, but it is generally accepted that these should in theory be
more competant than a tech.

Incidentally, techRICS is just a way for trainees to pay for status
letters after their name, and the RICS gets a bit more income. But its
a worthless title.
