Pretty horrific stuff. The report says they were on their way to an
emergency. Whatever the cause of the crash, if I was suffering an
emergency, I would want the Police to get a move on in coming to my
aid.

'The police car was not thought to have been involved in an emergency
call at the time.'




It was a social call.

So far as I can see from the report there is no description of the
actual accident - and no indication of who was at fault?
