introduced. What sre they about and who can they measured or presented

April (IIRC) 1995.

"The SAP is the Government's recommended system for energy rating of
dwellings". http://projects.bre.co.uk/sap2001/ You can attempt it
yourself, or use an Authorised Energy Rating Company.
