Default SAP Values

Does anyone know when the requirement to submit SAP values were
introduced. What sre they about and who can they measured or presented
in order to satisfy the local building control dept.

On 1 Nov 2005 11:41:34 -0800, a particular chimpanzee named
randomly hit the keyboard and produced:

April (IIRC) 1995.

"The SAP is the Government's recommended system for energy rating of
dwellings".
http://projects.bre.co.uk/sap2001/ You can attempt it
yourself, or use an Authorised Energy Rating Company.
